How we implement our projects

The Norwegian Mapping Authority aims to play an active role in regard to relief for poverty-stricken countries, with priorities and frameworks established in a dialogue with the Norwegian Ministry of Foreign Affairs.

 

The Norwegian Mapping Authority's involvement in development assistance in this area was greatly expanded when in 2005 we established a separate unit for development cooperation with the support of the Norwegian Ministry of Foreign Affairs.

Main task

The main task of our International Service is to manage projects in which we establish maps and IT systems for property registration, geographical data infrastructure and address systems.

We handle all procurements in accordance with EU legislation, quality assurance of projects and institutional capacity building. Norwegian private companies have considerable expertise and have been and are significantly involved in several of the aid projects.

Funding

The Norwegian Mapping Authority participates in projects financed by the Norwegian Ministry of Foreign Affairs or the Norwegian Agency for Development Cooperation (Norad) on a project basis. The funds are transferred to the Norwegian Mapping Authority, which enters into contracts with various suppliers.

Through the two mechanisms of funding reffered to as EEA and Norway Grants, funding of €2.8 billion is available from Iceland, Liechtenstein and Norway to reduce economic and social disparities and strengthen cooperation with 15 EU countries in Central and Southern Europe and the Baltics for the period 2014-2021.

Facts

The Norwegian Mapping Authority's International Services unit was established in 2005 as a follow up to the Norwegian support to the Commission for Legal Empowerment of the Poor.

How we work

In the implementation of projects we work closely with the beneficiary institutions. Depending on the funding mechanism, we can do the supervision, make procurements and provide quality control. We can also provide technical assistance, but goods and consulting services are generally procured from the private sector through national or international tenders.

Strengthening bilateral relations is a main objective of the Grants. As Project Partner for several EEA Grant-funded projects, we have experienced the valuable effect that bilateral relations with our fellow project partners from Iceland and also from the grant recipient country partners have on the projects we are involved in.

Kartverket can assist EU member states in preparing applications for funding from the EEA grant mechanism, and be a partner to the implementation of such projects.
